For Mayor of CobourgMax LeMarchant

Restore. Refocus. Renew.

A safe, prosperous, beautiful, family-oriented, and thoughtfully governed town — built not by changing what makes Cobourg special, but by building upon it.

Max LeMarchant

Throughout my career, I have been guided by one simple question:

How do we build communities that truly work for people — not just today, but for generations?

That question has shaped my life's work.

It led me into construction, planning, development, and community building. It led me to study great towns throughout Canada, the United States, and Europe. It led to the development of the New Amherst community here in Cobourg — and it has now led me to seek the privilege of serving as mayor of the town I have always called home.

I am not running because I have always wanted to become a politician.

I am running because I believe Cobourg deserves a leader with the knowledge, experience, and perspective I have developed professionally over more than four decades to refocus our municipal priorities as we address the opportunities and challenges of the future.

Not by changing what makes Cobourg special —
by building upon it.

Cobourg possesses extraordinary assets: one of Ontario's finest waterfronts, a beautiful historic downtown, established neighbourhoods, outstanding parks, caring citizens, and a rich cultural heritage.

Looking forward, the communities that thrive will be those that combine safety, opportunity, beauty, innovation, and stewardship.

SafetyOpportunityBeautyInnovationStewardship

My vision is for Cobourg to become a leading example of a safe, prosperous, beautiful, family-oriented, and thoughtfully governed small town — a community recognized for its quality of life, responsible leadership, enduring character, and relationship with the natural environment.

Restore. Refocus. Renew.

Priority One

Restore Community Safety and Security

The first responsibility of municipal government is to protect the people it serves. Lately, too many residents have not felt protected. Families deserve safe neighbourhoods. Children deserve safe parks. Businesses deserve safe downtown streets. And seniors deserve to feel comfortable walking through the community they built. These are not luxuries; they are the baseline of a functioning town.

Firm Compassion

Compassion for those in crisis and safety for the broader public are not opposing values. A healthy community requires both, and my approach holds them together. I call it Firm Compassion. I do not believe that accommodating, enabling, or normalizing open drug use, illegal encampments, and the disorder that comes with them is compassionate. It does not help the people who are suffering, and it does not help the community around them. Real compassion means helping people move toward recovery while insisting that public spaces remain safe and welcoming for everyone.

My approach combines:

  • Strong, visible public safety
  • Consistent enforcement of the law
  • Protection of parks, streets, and public spaces
  • Recovery-oriented support for people in crisis
  • Better coordination among the services that already exist
  • Clear, measurable outcomes — not just activity

The Working Together Housing & Healing Initiative

The Working Together Housing & Healing Initiative is my proposed community-based response to homelessness, addiction, mental illness, and social disorder. It begins from a hard truth: today's responses are fragmented, reactive, and poorly coordinated. Good people and good organizations are working hard, but they are working independently of each other rather than working collaboratively.

Working Together is designed to be a private sector initiative, not another layer of bureaucracy. The goal is to knit together the many services that already exist, so that individuals can move step by step toward recovery, housing, employment, dignity, and independence with the support of their community.

At the same time, municipal government must do its own job without apology: enforce public safety, uphold community standards, and protect residents. Compassion and order advance together, or not at all.

Priority Two

Refocus Government

My goal is to refocus government on its fundamental purpose: serving the residents of Cobourg through good management, clear priorities, continuous improvement, responsible stewardship, and a culture of service.

Every tax dollar collected should provide the greatest possible value to the community.

Responsible financial management means carefully reviewing municipal operations, improving efficiency, making better use of public assets, and ensuring today's decisions strengthen Cobourg's long-term financial future. Good government is not about spending more but about spending wisely. Every budget should begin by listening to residents, understanding what matters most to them, and investing tax dollars where they will have the greatest impact on our community.

Planning for the Future

Cobourg's Official Plan should provide clear direction for responsible growth, not sit decades behind the community it is meant to guide. I will support a comprehensive update that reflects today's realities, protects the character of our town, and prepares Cobourg for the opportunities and challenges of the future by drawing on both current planning best practices and local expertise.

Open & Accountable Government

Trust begins with transparency. Residents deserve to understand how decisions are made, how their tax dollars are being spent, and what results those investments are producing. I will champion clear public reporting, measurable performance standards, and a culture of accountability that keeps council and administration focused on serving the people of Cobourg.

Priority Three

Renew Cobourg

A healthy economy creates opportunity for everyone. Cobourg already possesses many of the qualities talented people, entrepreneurs, businesses, students, professionals, and visitors are looking for.

My objective is to build upon those strengths by supporting local business, encouraging thoughtful investment, strengthening tourism, revitalizing our downtown, and making Cobourg one of Canada's most desirable places to live, work, invest, and raise a family.

Accommodation

The 21st-century economy is increasingly mobile. Professionals, entrepreneurs, students, health-care workers, remote workers, and visitors are choosing where they live and work based on quality of place. We must meet these changing patterns while protecting the character and quality of life that make our community exceptional. Welcoming people — whether for a few days, a season, or a lifetime — supports local businesses, attracts talent, encourages investment, and helps sustain the restoration of our historic buildings and traditional downtown.

Education

Cobourg has a proud history of education and learning. By strengthening partnerships with colleges, universities, skilled trades, and lifelong learning organizations, we can create stronger connections, attract students, educators, entrepreneurs, and innovators, and build more opportunities for people to learn, work, and grow in Cobourg.

Tourism & the Waterfront Trail

Cobourg's waterfront is one of our greatest assets. Completing the Cobourg–Port Hope Waterfront Trail represents one of our greatest opportunities to improve public health, strengthen tourism, connect our communities, and enhance our natural environment. Leading communities around the world have recognized that world-class trail systems are among the most valuable investments they can make. I will work with the Town, the County, and neighbouring municipalities to help make this vision a reality.

Relationships, long-term thinking,
and stewardship.

Throughout my professional life I have worked with municipal councils, planners, engineers, architects, businesses, investors, community organizations, provincial agencies, and residents to solve complex problems and build communities.

That experience has taught me that successful communities are built on relationships, long-term thinking, and stewardship.

I believe those experiences can now serve the entire Town of Cobourg.

Ultimately, this campaign is about more than one election. It is about stewardship. It is about leaving Cobourg better than we found it.

It is about ensuring that future generations inherit a community that is safer, more beautiful, more prosperous, and even more remarkable than the one we enjoy today.

I believe that future is possible. And I hope we will build it together.

We need you, Cobourg.
